Provided are a solid-state image pickup element capable of effectively suppressing pseudo smear by a simple configuration and operation, and an electronic information device. A solid-state image pickup element (1) is provided with: a plurality of pixel circuit units (PN, POB) each provided with a photoelectric conversion part which generates electric charge by photoelectric conversion and accumulates the electric charge, a floating diffusion part which holds the electric charge transferred from the photoelectric conversion part, a transfer part which transfers the electric charge accumulated by the photoelectric conversion part to the floating diffusion part, an output part which outputs a signal corresponding to the amount of the electric charge held by the floating diffusion part, and a reset part which discharges the electric charge held by the floating diffusion part to the outside; and an A/D conversion unit (23) which acquires the signal outputted by the output part, and performs A/D conversion by a set gain. At least one of the pixel circuit units (PN, POB) is configured such that the electric charge transferred from the photoelectric conversion part to the floating diffusion part and held is limited not to exceed an upper limit amount that is set to become smaller as the gain becomes larger.
