The present invention improves the sound absorption coefficient for low-frequency-band sound by increasing an area that absorbs sound through resonance while enabling a sound adsorption effect or a sound blocking effect to be exhibited with respect to high-frequency-band sound. A sound-absorbing panel (100) includes: a front plate (1); a back plate (2) that faces the front plate (1) with a space therebetween; side plates (3) that connect the front plate (1) and the back plate (2) to each other at outer edges thereof; and a box body (4) that is disposed inside a container constituted by the back plate (2) and the side plates (3). A sound absorbing/blocking chamber (5) is formed inside the box body (4) and a sound-absorbing material (5x) is disposed therein. A resonance pipeline (6) that is hollow is formed in a region interposed between a bottom part (4a) of the box body (4) and the back plate (2). The resonance pipeline (6) extends from entry parts (6a) that are disposed on the front plate (1) side to a region interposed between the sound absorbing/blocking chamber (5) and the back plate (2). The entry parts (6a) are disposed next to an incidence part (5a) within a plane along the front plate (1).
