The present invention is equipped with: a projection optical system (6) for emitting irradiation light; a received-light optical system (8) for dispersing and receiving reflected irradiation light that is reflected by a measurement target (7); a range finder (4) for measuring the distance to the measurement target; a storage unit (25) for storing a plurality of reference spectral curves created on the basis of the received-light intensity for each wavelength when measuring a white reference plate at different distances; and a control calculation unit (24). Therein, on the basis of the reference spectral curve that corresponds to the measurement distance, the control calculation unit obtains the received-light intensity for each wavelength of the dispersed reflected irradiation light, corrects the measured spectral curve created on the basis of the received-light intensity, and prepares a spectral reflectance curve.
