An apparatus (10) and method for providing continuous web material to an applicator machine, comprising placement arm (50) for supporting a length of splicing tape (65) and the end of a substitute roll of web (66) for attachment to a supply web (33), and a knife holder mounted for movement from a standby position to a position engaged by substitute web (66) to trigger movement of the cutting knife (42) of the knife holder for cutting web (33).
