The present invention relates to a state determination apparatus of a smart rack filter and a smart rack thereof. The state determination apparatus according to the present invention comprises: a filter for filtering foreign substances within air introduced from the outside of the smart rack to the inside of the smart rack; a fan for supplying external air transferred through the filter in order to radiate heat from a condenser of a cooling module for cooling the interior of the smart rack by configuring a cooling cycle; a pressure sensor for measuring air pressure in an air intake direction or an air discharge direction of the fan; and a determination module for determining whether foreign substances are attached to the filter or not, according to a result of the pressure measurement by the pressure sensor. Accordingly, the state determination apparatus can automatically determine whether a filter for filtering foreign substances in external air introduced into the interior of the smart rack is unable to normally function as a filter, due to foreign substances, such as dust, attached to the filter.
