Provided is a steel cord for reinforcing rubber goods, the steel cord having enhanced durability against cutting, the durability being obtained without a reduction in the strength of the cord in the axis direction thereof and without an increase in the thickness of the cord in the radial direction of the rubber goods.  Also provided is a tire for a construction vehicle, the tire having applied thereto the steel cord as the reinforcing element.  A steel cord for reinforcing rubber goods, the steel cord being formed by twisting sheath strands (2), which are each formed by twisting element wires together, around a single core strand (1) formed by twisting element wires together.  The core strand (1) has a twisted four-layer structure, and the diameter of the steel cord is equal to or greater than 5 mm.  A pneumatic tire is provided with a belt which consists of six belt layers configured in such a manner that cords which are arranged side by side on the outer side, in the radial direction of the tire, of the crown of the carcass of the tire intersect each other between the layers, and the above-mentioned steel cord for reinforcing rubber goods is applied to a third belt layer and a fourth belt layer.
