The present invention resolves variations in the data retention properties of non-volatile memories. A storage control device of the present invention is provided with a history information retention unit and a bit operation unit. With regard to a predetermined data region of a memory cell for retaining either a first value or a second value for every bit, the history information retention unit retains history information indicative of whether a first mode, in which all bits are made to be the first value and thereafter any desired bit is made to be the second value, or a second mode, in which all bits are made to be the second value and thereafter any desired bit is made to be the first value, was employed during a previous write operation. The bit operation unit carries out the write operation using the second mode if the history information is indicative of the first mode, and carries out the write operation using the first mode if the history information is indicative of the second mode.
