A storage and retrieval device having bulk item storage and appointment item retrieval functions, and a storage and retrieval method. The storage and retrieval device comprises: a plurality of temporary storage units arranged on a placement rack, and temporary storage doors (4) arranged on a housing (1) and corresponding to the temporary storage units in a one-to-one manner, the temporary storage doors (4) being electrically connected to a controller and controlled by the controller to open or close, for temporary delivery storage or item retrieval, a delivery conveying apparatus being controlled by the controller to convey a delivery within a temporary storage unit to a storage unit or convey a delivery within a storage unit to a temporary storage unit. The storage and retrieval device can effectively shorten bulk item storage times, and increase courier and recipient storage and retrieval efficiency.
