The external processing device 20 furthermore specifies a characteristic phenomenon relating to a change in the motion state quantity in the period of each of one or more phases divided by the specified phase division times, and outputs observation result information including information for indicating content of the characteristic phenomenon or a result of evaluating the characteristic phenomenon.
