A support leg device and an operating vehicle. The support leg device comprises: a first cover plate (102); a first side plate (104), having one side connected to one side of the first cover plate (102); and a second side plate (106), having one side connected to the other side of the first cover plate (102). A box-shaped space is defined by the first cover plate (102), a second cover plate (108), the first side plate (104), and the second side plate (106); a water storage cavity (166) and an oil storage cavity (118) are formed in the box-shaped space; the water storage cavity (166) and the oil storage cavity (118) are arranged side by side or in a nested manner; and the water storage cavity (166) and the oil storage cavity (118) are separated by means of a heat-conducting plate. The structural compactness and functional diversification of the support leg device can be implemented, the space of the operating vehicle is optimized, the support leg device has functions of supporting and storing oil and liquid, and the space needed for arranging an independent hydraulic oil tank is saved, thereby implementing miniaturization of a product to a certain degree and facilitating cost reduction.
