Disclosed is a surface light source device which comprises a double-sided organic EL element and a light emitting surface structure layer that is provided on at least one surface of the organic EL element. The light emitting surface structure layer has a recessed and projected structure on a surface that is on the reverse side of the organic EL element-side surface, said recessed and projected structure having a flat surface portion that is parallel to the surface and an inclined surface portion that is inclined to the flat surface portion. A projected area that is obtained by casting a shadow of the inclined surface portion, in the direction perpendicular to the flat surface portion, on a plane that is parallel to the flat surface portion is 0.1 times the total area of the flat surface portion or less.
