A surface treated steel sheet which comprises a zinc based metal plated steel sheet, a composite oxide film formed on the steel sheet, and a straight silicone resin film formed on the oxide film, wherein the composite oxide film comprises (&agr ) fine oxide particles and (β) phosphoric acid and &sol or a derivative of phosphoric acid as a constituent.
