Abstract:
The objective of the present invention is to reduce network flow rates.
The surveillance system according to the present invention is provided with an image capturing device, a user image capturing device and a terminal device, and is characterized in that: the image capturing device includes a means for changing the image quality and the frame rate of a delivered image; the user image capturing device captures images of a surveillant of the terminal device; and the terminal device includes a means for acquiring, from the images captured by the user image capturing device, a gazing frequency of the surveillant with respect to the images, a means for setting the image quality or the frame rate of the delivered image on the basis of the gazing frequency, and a means for outputting a delivery instruction to the image capturing device on the basis of the determined result.
