An electric motor (21) is provided on top of a speed reduction device (12), and a wet brake device (30) which gives braking force to a motor shaft (25) is disposed on the upper end of the electric motor (21). The wet brake device (30) comprises a brake case (31) which houses the upper end of the motor shaft (25); an adapter (36) which is removably installed on the motor shaft (25) in the brake case (31); a plurality of rotating brake plates (39) and non-rotating brake plates (40) both of which are disposed around the outer periphery of the adapter (36); and a brake piston (41) which causes the rotating brake plates (39) and the non-rotating brake plates (40) to undergo frictional engagement, thereby giving braking force to the motor shaft (25). Due to the above, when maintenance work is to be performed on the wet brake device (30), it is possible to separately remove the wet brake device (30) alone, with the electric motor (21) still assembled onto the speed reduction device (12).
