Provided is a switchboard that is connected to a control device for controlling legal interception, and relays packets sent and received between a user device and an IMS device on a home network of the user device, wherein the switchboard comprises: a determination unit for determining whether the user device is a target for legal interception or whether the user device is a roaming user; and a transmitter for transmitting, to a movement management switchboard, information instructing the user device to engage in sending and receiving with the IMS device without encrypting the packets if the user device is a target for legal interception or a roaming user.
