Embodiments of the present application disclose a switching power supply control method and a switching power supply. The switching power supply control method comprises: after high-voltage startup of a switching power supply, a secondary-side control module adjusts the cut-off current of a second switching tube according to the voltage waveform of a second connection point; when the voltage waveform of a first connection point just returns to zero, a primary-side control module controls a first switching tube to be turned on; after the first switching tube is turned on, the primary-side control module adjusts the peak current of the first switching tube; when the peak current of the first switching tube reaches a preset value, the primary-side control module controls the first switching tube to be turned off; after the first switching tube is turned off, the secondary-side control module controls the second switching tube to be turned on; when the switching current of the second switching tube is at a current zero-crossing point, the secondary-side control module controls the second switching tube to be turned off.
