It will be transferred to the account of the individual farmers. There will be a matrix of calculating the damage of the crops. The CMO 202 during every year budgeting will have a separate component: Budget for insurance. Suppose during the current year, if there is not damage due to any natural or social activities, the same will be carried forward to the next financial year. It the budget is utilized X%, the 100-X% will be carried forward to the next financial year. This will help CMO also to judicially utilize the funds in a proper manner. There will be no budget. The insurance will be only for the damage of the cultivation, it has nothing to do with the individual damage. The government, agencies, individuals can provide the funds to the farmers due to the loss in natural calamities. The farmer doesn’t require waiting for months/year for the fund to reach them when their crops are damaged and further can stop the miss utilization of the funds.

[0075] In an exemplary embodiment, the APS 208 can be directly monitored by the CMO 202 .Every year CMO 202 must release agricultural budget 252. The CAB 206 only means for farmer 212 who registered in APS 208. The CAB 206 can have the authority for providing loans and insurance 254 for farmers 212. The APS 208 can give guidance to the cultivators with the help of seminar, workshop and experts in cultivation to have good yield off crops for every seasonal cultivation.
