Abstract:
The present invention relates to a system and method for automatically measuring a flow rate in real time on the basis of CCTV video which provides onsite video for coping with a situation in real time and collects water level and flow speed information by means of video-based automatic flow rate measurement optimized for a small stream, so as to enable the flow rate to be measured in real time, the system comprising: a water level measurement device using a local linear regression-based bivariate scatter plot smoothing technique through flexible bandwidth application so as to filter out water level data measured with a measurement means, thereby calculating the water level of a stream; a video acquisition device for acquiring continuous video of a flow speed measurement side of the stream; a video analysis PC using video of the video acquisition device so as to measure surface flow speed in real time and receiving the measured water level from the water level measurement device so as to measure a flow rate together with cross-section data in real time; and a flow rate calculation and management server for transmitting and displaying a web-based flow rate measurement result in real time.
