Abstract:
A roller made of rubber, rotatably mounted on a movable loading stand, alternately comes in contact with the inside of a support ring and an acceleration prevention rubber provided inside the support ring in case of rotation of a bobbin, and thus the present invention can stably and certainly reduce the speed of the bobbin.
