Abstract:
Provided is a terminal which communicates with a base station and which comprises: a determination unit that, in the case when information indicating objects subject to access control is received from the base station, determines whether or not the terminal is subject to the access control; and a transmission unit that, in the case when the determination unit has determined that the terminal is not subject to access control, transmits, in message 1 or message 3 of a random access procedure, information indicating that the terminal is not subject to the access control.
