[Probem] To achieve encryption processing that can suppress degradation of collation precision and reduce the risk of information leakage. [Solution] A terminal device (1A) that encrypts input information that is inputted for collation: performs conversion parameter generation processing that generates a conversion parameter on the basis of a first parameter that is stored in a storage area and a second parameter that is different from the first parameter; and generates encrypted input information by using the conversion parameter to encrypt the input information that is inputted for collation.
