Provided is a content distribution system and others which can avoid use of a content out of an effective period caused by that the content is temporarily stored. The content distribution system (1) includes a license server (101) which issues a license; a content server (102) which transmits a content; and a terminal device (103) which controls use of the content according to the license issued. When the terminal device (103) judges that the encrypted content received from the content server (102) has not been received in real time, it does not allow use of the received encrypted content.
