The objective of the present invention is to estimate the number of units of portable terminals that have dwelled for a predetermined amount of time within an observed area. A feature value calculation unit (17), on the basis of position acquisition time information included in position-to-be-observed data acquired at an object-to-be-observed acquisition unit (15), calculates a feature value for the position-to-be-observed data. An expected dwell time calculation unit (18) calculates the expected dwell time within the observed area that is to be observed, and on the basis of the expected dwell time, a transiting/dwelling terminal selection unit (19) selects portable terminals to be objects of estimation of the number of units. Then, a terminal quantity estimation unit (20) estimates the number of units of portable terminals that have been calculated as objects of estimation. In this manner, by way of a terminal quantity estimation device (10), the number of units of portable terminals that have dwelled for a predetermined amount of time within the observed area is estimated.
