Abstract:
A terminal according to the preset invention receives an activation request from a secondary cell, and if a quality measurement and reporting in a lower-order layer of a transition destination candidate cell have been completed, the terminal assumes that a transmission configuration display to be linked with a synchronization signal block used in the quality measurement is known, or applies the result of the quality measurement to the activation of the secondary cell.
