Disclosed are a test solution mixing device (100) and a test solution mixing and aspiration device. The test solution mixing device (100) comprises a turntable (120), a heating assembly (150) and a mixing assembly (140), wherein multiple accommodation portions (121) for mounting kits (122) are arranged on the turntable (120); the multiple accommodation portions (121) are circumferentially arranged along the turntable (120); each heating portion is arranged at the bottom of each accommodation portion (121); and the mixing assembly (140) is arranged above a support table (130), and the mixing assembly (140) can ascend and descend relative to the turntable (120). The mixing assembly (140) is configured in such a way that when the turntable (120) stops rotating, the mixing assembly (140) descends to a corresponding kit (122) for mixing; and before the turntable (120) rotates again, the mixing assembly (140) ascends.
