Provided are a thick film heater and a thick film heating fabric. The thick film heater comprises two first flexible substrate layers, where a thick film heating circuit is attached onto one of the first flexible substrate layer, while the other first flexible substrate layer covers the thick film heating circuit and is bonded via a hot pressing process into an integral body with the first flexible substrate on which the thick film heating circuit is attached, the thick film heating circuit is provided with a wiring terminal, the wiring terminal is connected to a flexible thin foil circuit, one extremity of the thin foil terminal is connected to the wiring terminal, and a part of the thin foil circuit arranged on the thick film heater is bonded and packaged between the two first flexible substrate layers via the hot pressing process. The thick film heating fabric comprises a fabric layer. The thick film heater is bonded with the fabric layer into an integral body via an adhesive material. A power supply circuit of the present invention employs the thin foil circuit, and the part thereof arranged on the thick film heater can be sealed between the two layers of flexible substrates in the hot pressing process of the thick film heater, thus implementing automated production.
