A thin card-like medium handling device, and self-service ticketing machine. The device comprises: a support frame, and a stacking mechanism and a switching mechanism (9) mounted on the support frame. The stacking mechanism comprises an upper note-stacking assembly (1) and a lower note-stacking assembly (2), and the upper note-stacking assembly (1) and the lower note-stacking assembly (2) are tangent with respect to each other at a first end and openable at a second end. The switching mechanism (9) enables selectively opening or closing the second end of the upper note-stacking assembly (1) and the lower note-stacking assembly (2). The handling device and self-service ticketing machine have functions of transporting, stacking, aligning, recycling, etc., and have a simple structure and superior adaptability to a medium.
