A three-dimensional location positioning system and method based on beacons and positioning network elements. The three-dimensional location positioning system comprises ID transmit beacons, positioning network elements, and a cloud server. The ID transmit beacons periodically transmit their ID information; after receiving the ID information of the ID transmit beacons, the positioning network elements pack and send the ID information, latitude and longitude information of the positioning network elements, and environment information of network elements to the cloud server; the cloud server obtains geographical location information of the ID transmit beacons and the positioning network elements according to the received information, and stores the geographical location information. The three-dimensional location positioning system and method break the conventional pattern that a positioner exclusively uses a data channel and enhance the data connection path of positioning network elements, such that the anti-shielding capability of the three-dimensional location positioning system is improved.
