A three-phase energy-saving minimum quantity lubrication and cooling system based on electrolyzed water, oil, and air. The system comprises: an electrolyzed water generator (15), at least one minimum quantity oil-spraying device (2), and at least one oil-water-air mixture spraying device (3). The electrolyzed water generator has a water inlet end connected to an external water source, and an end of an alkaline water outlet (111) connected to the oil-water-air mixture spraying device via a flexible tube. Compressed air is divided into two flows, one is directly connected to the oil-water-air mixture spraying device, and the other is connected to the minimum quantity oil-spraying device to provide a driving power thereto. An oil outlet of the minimum quantity oil-spraying device is connected to the oil-water-air mixture spraying device. The system of the present invention solves the problems in conventional practices of high consumption of a lubricant and severe environmental contamination, and the problems in existing technologies of non-uniform mixing of water and an oil, a poor liquid output effect, and increased labor requirements due to the need to frequently add water.
