In the present invention, degradation of the material quality of a used secondhand tire is evaluated with high precision by measuring a crack in a region not worn by use of the tire. Displacement of a tire grounding surface is measured, distance data (14) whereby crests and troughs of the grounding surface can be distinguished and grounding surface image data (15) obtained by capturing an image of the grounding surface are generated, an evaluation region for detecting a crack from a trough region is extracted and evaluation region image data (19) are generated, the evaluation region image data (19) are subjected to smoothing processing, noise is removed therefrom, and smoothed image data (20) are generated, edge processing is performed and edge-processed image data (21) are generated in which crack boundaries are clarified, the ratio of crack boundaries in the entire set of edge-processed image data (21) is calculated and crack ratio data (22) are generated, and the crack ratio data (22) are outputted.
