A toner-conveying roller having high toner-conveying ability and configured in such a manner that the shape of the roller is less likely to be transferred to an image, a mold capable of manufacturing the roller, and a method of manufacturing the mold.  The toner-conveying roller is provided with a shaft body and a urethane foam layer provided to the outer periphery of the shaft body.  Irregular projections and depressions are formed on the outer peripheral surface of the urethane foam layer.  The mold for manufacturing the roller has irregular projections and depressions formed on the inner peripheral surface of the shape for forming the roller.  The method of manufacturing the roller-manufacturing mold includes either a powder-sintering step including applying and fixing particles to the inner peripheral surface of a mold member and heating the mold member, which has the particles fixed to the inner peripheral surface thereof, to sinter the particles to thereby form projections and depressions on the inner peripheral surface of the mold member, or a fluorine-coating step including applying and fixing particles to the inner peripheral surface of the mold member and coating the inner peripheral surface, to which the particles have been applied and fixed, with a fluorocarbon resin to form projections and depressions on the inner peripheral surface of the mold member.
