A toothbrush handle (100) and toothbrush that facilitate a user in cleaning dental plague in the gingival sulcus. The toothbrush handle (100) comprises a base (110) suitable for being hand-held by a user. One extremity of the base (110) is a connecting extremity used for arranging an external brush (200). A first extension surface (111) and a second extension surface (112) are provided on a hand-held surface of the base (110). On the sectional view of the base (110), the first extension surface (111) and the second extension surface (112) are basically symmetrically provided along the centerline (130) of the base (110). Moreover, the obtuse angle formed between the first extension surface (111) and the centerline (130) is in the range of 130° to 140°; the obtuse angle formed between the second extension surface (112) and the centerline (130) is in the range of 130° to 140°. The connecting extremity (120) is provided behind the external brush (200). The centerline (130) is basically located on symmetrical surfaces of bristles in the external brush (200).
