Provided is a touch panel control device (4), comprising: a first determination unit (41) which compares touch level values of each coordinate along a sensing surface of a touch panel (3) with a first threshold value, and determines whether an operation with respect to the touch panel (3) is present; a second determination unit (42) which, if it is determined with the first determination unit (41) that the operation with respect to the touch panel (3) is present, compares the touch level value of the operation with a second threshold value, and determines whether the operation is valid or invalid; and a threshold change unit (43) which changes the value of the second threshold value. The second determination unit (42) compares the touch level value of the operation with the second threshold value, and if it is determined that the operation is valid, the threshold change unit (43) changes the second threshold value during the operation.
