Abstract:
The present invention effectively reduces load on a cache server and a cache controller. A traffic control device is provided with a transfer requirement determining unit for identifying the degree of caching efficacy when a content request is to be transferred to a cache server for temporarily caching content, on the basis of the popularity of the content identified on the basis of a frequency of received requests, and a sorting determining unit for determining whether to transfer a content request to the cache server or to an origin server for storing the content, on the basis of the degree of caching efficacy.
