Provided is a traffic signal controller that makes it possible to improve reliability through early detection of an abnormality and reduction of the impact of the abnormality. On the basis of indication data, a CPU (10) sends a step command for switching the light color of a signal light unit (1) to a sub-circuit (11). On the basis of the step command, the sub-circuit (11) outputs a light color signal for switching the light color of the signal light unit (1) to a switching circuit (14). The CPU (10) determines whether the sub-circuit (11) is normal or abnormal, and outputs the determination result to a monitoring circuit (12). The sub-circuit (11) outputs a determination result of whether the CPU (10) is normal or abnormal to the monitoring circuit (12). On the basis of the acquired determination results, the monitoring circuit (12) determines whether the CPU (10) and the sub-circuit (11) are normal or abnormal, and in accordance with this determination result, sends a switching signal for switching to a light color signal or a flashing light signal to the switching circuit (14).
