A traffic violation management system (100) that is provided with a detection information acquisition means (11), a person specification means (13), a verification determination means (12), a severity determination means (18), and a storage means (15). The detection information acquisition means (11) acquires images that are captured by an imaging means of the time of a traffic violation. The person specification means (13) specifies, from the acquired images, at least one person from among the driver, the owner, and a passenger of the vehicle for which the traffic violation was detected. The verification determination means (12) determines, from at least the acquired images, whether the traffic violation can be verified. When it has been determined that a traffic violation for which at least one person has been specified can be verified, the severity determination means (18) determines the severity of the traffic violation. For each traffic violation, the storage means (15) saves traffic violation information that associates severity, information on specified person(s), the image(s) used by the verification determination means (12), and the image(s) used by the person specification means (13).
