The present technology pertains to a transmission device, a transmission method, a reception device, and a reception method, by which the immediacy and flexibility of an alert can be improved. The transmission device generates and transmits transmission data including, in data of a physical layer, an index associated with predetermined process-related information in a relationship table that: has registered therein process-related information related to an output process for outputting an alert from a reception side, so as to associate the process-related information with corresponding indexes; and is provided by being included in data of an upper layer upper than the physical layer. The reception device acquires the relationship table, and further, receives the transmission data and acquires, from the transmission data, the index included in the data of the physical layer. Subsequently, the reception device executes the output process corresponding to the process-related information that is associated, in the relationship table, with the index included in the data of the physical layer. The present technology is applicable to a case where an emergency alert is provided in television broadcasting, for example.
