The present invention provides a base station (1) that allocates at least one transmission layer to one terminal, allocates at least one resource block, which is the smallest allocation unit of communication resources, for each transmission layer, and transmits a signal to the terminal. The base station (1) comprises processing units (12-1, 12-2, 12-3…) equal in number to the transmission layers, each processing unit being associated with one transmission layer from among the plurality of transmission layers. Each of the processing units comprises: a reference signal generation unit (126) that generates a reference signal to be used by the terminal in demodulation processing of a received signal; and an information processing unit (121) that determines the arrangement of resource blocks for transmitting the reference signal to the terminal, on the basis of the state of a transmission path to the terminal and/or information of a resource block to be used in transmission of the reference signal by an adjacent cell.
