A transmission line substrate, in which a thin transmission line substrate is realized with which it is possible to suppress the effect of noise from outside, has a line section even in a configuration in which ground conductors are provided with conductor non-formation sections. The transmission line substrate comprises: a base material having a mounting surface (first main surface) and a top surface (second main surface) that oppose each other; a first ground conductor; a second ground conductor; and a signal line. The first ground conductor is formed on the first main surface side, and the second ground conductor is formed on the second main surface side. The first ground conductor has a first conductor non-formation section in a position overlapping the signal line viewed from the Z-axis direction, and the second ground conductor has a second conductor non-formation section in a position overlapping the signal line viewed from the Z-axis direction. The total area of the second conductor non-formation section is less than the total area of the first conductor non-formation section.
