The present invention provides a panel, the state of which can be switched among a state that is transparent with respect to external light, a point light emitting state, and a surface light emitting state. Provided is a transparent panel, which is provided with a light emitting function, and which has: a LED die; a LED light transmitting substrate, on which a LED die is mounted; a wiring pattern, which is provided on the surface of the LED light transmitting substrate, and which is bonded to the LED die; and a light diffusion panel laminated on the LED light transmitting substrate. The light diffusion panel includes: a pair of light transmitting substrates for liquid crystal; a liquid crystal layer sandwiched between the pair of light transmitting substrates for liquid crystal; and a transparent conductive film that is disposed on the light transmitting substrates for liquid crystal. The state of the light diffusion panel can be switched between a transparent state and a light diffusion state.
