A transport plan generating device 10, upon acquiring work plan information including information indicating the location of a worksite Cs where a work machine M is to be used, references a storage unit storing information indicating the location of each local base, identifies a nearby local base (local base Lb1), that is, a local base in the vicinity of the worksite Cs, generates a battery BAT transport plan with the nearby local base set as the transport destination, and presents the transport plan to an employee at a hub base Hb that serves as the transport origin.
