The present invention provides: a rubber composition which is for studless tires and which can improve on-ice performance and wear resistance in a well-balanced manner irrespective of the temperature; and a studless tire using the rubber composition. The present invention pertains to a rubber composition which is for a studless tire and which contains: a rubber component containing an isoprene rubber and a butadiene rubber; water-soluble fine particles; and a liquid plasticizer, wherein the liquid plasticizer has a glass transition temperature of -50°C or lower, and the contained amount of the liquid plasticizer is more than 30 parts by mass with respect to 100 parts by mass of the rubber component.
