Disclosed is a two-way locking-released headrest adjustment device for adjusting the height of a headrest movably installed on a seat. The device comprises two locking devices (31/32) movably installed on a headrest (2) and a driving device (33), wherein the two locking devices (31/32) can be switched between a locked state and an unlocked state; when in the locked state, the two locking devices (31/32) are locked with a positioning band (1) installed on the seat, and one locking device (31) limits the headrest (2) from moving upwards relative to the positioning band (1), and the other locking device (32) limits the headrest (2) from moving downwards relative to the positioning band (1); when in the unlocked state, the two locking devices (31/32) are detached from the positioning band (1); and the driving device (33) is used for driving the two locking devices (31/32), so that same are locked or unlocked simultaneously. The two-way locking-released headrest adjustment device can reduce abrasion on the positioning band, and prolong the service life of the positioning band. Further disclosed is a safety seat for a child.
