A USI system is disclosed. Said system comprises the service function interface and the policy control engine. Said service function interface receives the interface registration request of the service entity in CSN and stores the open interface information in said registration request. Said policy control engine receives the interface calling request and inquires whether service function interface stores the open interface information corresponding to the interface calling request; after the open interface information is obtained by inquiring, said policy control engine sends the interface calling request to the corresponding service entity in CSN. By employing said system, the open capability of WiMAX network is greatly improved and the function requirement for USI system is reduced.
