Abstract:
A UE 200 that determines whether or not to send a measurement report, on the basis of measurement results for a serving cell and neighboring cells. The UE 200 sends a measurement report if a determination is made to send a measurement report. The UE 200 determines whether or not to send a measurement report on the basis of: an interference indicator that indicates the degree of interference in the serving cell; and a quality indicator indicating the reception quality for neighboring cells.
