In a communication system that uses cells in which the adoption of listen-before-talk is stipulated, in order to suitably carry out the transmission of uplink control information such as an acknowledgement signal even when the UL/DL structure is modified, this user terminal comprises: a receiving unit which receives downlink control information and downlink data; a transmission unit which transmits an acknowledgment signal for the downlink data; and a control unit which controls transmission of the acknowledgment signal on the basis of the result of UL listening performed before transmission of the acknowledgment signal and on the basis of information included in the downlink control information and/or preset timing for each DL burst.
