　The present invention adequately performs communication even in cases in which the number of component carriers that can be set for a user terminal has expanded beyond the existing system. A user terminal according to one aspect of the present invention communicates using a plurality of component carriers (CCs), and is characterized by being provided with a data buffering unit for accumulating uplink data, a generation unit for generating, on the basis of a buffer status report (BSR) table correlating indexes and the amount of accumulated uplink data (buffer size), a BSR medium access control control element (MAC CE) which includes a prescribed index corresponding to the aforementioned buffer size, and a transmission unit for transmitting the aforementioned BSR MAC CE, one of the aforementioned BSR tables being a first BSR table used in cases in which the user terminal has more than five CCs set therefor.
