The present invention appropriately performs communication, even through a carrier that executes LBT. The user terminal according to one embodiment performs communication using a first cell and using a second cell that executes listening before the transmission of a signal. The user terminal is characterized by having: a reception unit that uses the first cell to receive a random access response (RAR); a transmission unit that, after reception of the RAR, uses an uplink shared channel of the second cell to transmit an uplink signal; and a control unit that performs retransmission control of the uplink signal. The user terminal is also characterized in that the control unit acquires information related to a hybrid automatic repeat request (HARQ) process number that corresponds to the uplink signal and uses the HARQ process number to perform retransmission control of the uplink signal.
