To enable reporting in a timely manner of a non-periodic CSI from a user terminal in a cell (an unlicensed band cell, for example) to which listening is applied before transmission. The user terminal according to one embodiment of the present invention is provided with: a reception unit for receiving a UL grant which allocates an uplink shared channel; and a control unit which controls, on the basis of a CSI request field value contained in the UL grant, the transmission of the non-periodic CI using the uplink shared channel. If the reception unit receives the UL grant for an unlicensed CC, the control unit transmits, on the basis of the CSI request field value, the non-periodic CSI for a licensed CC.
