A valve device (2) is provided with: a main steam valve which is disposed on a steam flow channel for introducing steam into a steam turbine, and which regulates the opening/closing state of the steam flow channel; a regulation valve (21) which is disposed in series with the main steam valve on the steam flow channel, and which has a first valve seat (12) that is exposed to the interior of the steam flow channel and a first valve body (13) that regulates the flow state within the steam flow channel by butting against or separating from the first valve seat (12); an overload valve (22) which is disposed on a branching flow channel that connects between the steam turbine and an intermediate position between the main steam valve and the regulation valve (21), and which has a second valve seat (14) exposed to the interior of the branching flow channel and a second valve body (15) that regulates the flow state within the branching flow channel by butting against or separating from the second valve seat (14); and a drive part (20) that drives, as a common drive source for the first valve body (13) and the second valve body (15), the first valve body (13) and the second valve body (15) in an interconnected fashion.
